We find our primary reason for the need of a safety representative within the Occupation al Health and Safety Act in section 14.
"17. (1) Subject to the provisions of subsection (2), every employer who has more than 20 employees in his employment at any workplace, shall, within four months after the commencement of this Act or after commencing business, or from such time as the number of employees exceeds 20, as the case may be, designate in writing for a. specified period health and · safety representatives for such workplace, or for different sections thereof."
Section 14 goes on to say that representatives is a nomination process, in other words, a process whereby the employees elect and nominate their own representative.
The OSH Act goes into much more details about the functions of a safety representative in section 18 where it covers 18 different areas a safety representative must be involved in, such as review the effectiveness of safety measures, examine causes of incidents, inspecting the workplace, accompanying a department of labour inspector whilst they're busy completing a safety inspection, etc.
It's not just a simple case of "Here, you are a safety rep, now go do your thing.", they actually have set legal tasks they need to fulfil for the employers safety system and for the safety of their employees, and let us not forget section 8.2.e of the OSH Act, that states, the employer must;
"(e) providing such information, instructions, training and supervision as may be necessary to ensure, as far as is reasonably practicable, the health and safety at work of his employees; "
That is why we conduct safety representative training, to give the representative their full scope of their duties, to show them exactly how to fulfil their obligations and the legal importance of their role within the workplace.
From an employers point of view, you send them on training so you can be rest assured they will receive the required knowledge they need, as well as to have physical evidence that you did everything you reasonably could to ensure that the law was adhered to, by means of an accredited course which will give the representative a certificate of competence.

Occupational Health and Safety Act:
17.(5) The number of health and safety representatives for a workplace or section thereof shall in the case of shops and offices be at least one health and safety representative for every 100 employees or part thereof, and in the case of all other workplaces at least one health and safety representative for every 50 employees or part thereof: Provided that those employees performing work at a workplace other than that where they ordinarily report for duty, shall be deemed to be 25 working at the workplace where they so report for duty
An employee delegated by other employees to be their representative for workplace safety, to bring up concerns to the safety committee and to conduct continuous risk assessments in the workplace, ensuring that employees are kept safe during business operations and the employees themselves are adhering to the safe operating procedures.
