The Evacuation Drill and Roll Call- Accounting for Everybody
It is the responsibility of the employer to protect their employees and public that is present at their workplace.
As seen in the Occupational Health and Safety Act South Africa, section 8
"Every employer shall provide and maintain, as far as is reasonably practicable, a working environment that is safe and without risk to the health of his employees."
Further in section 8.2
"(d) establishing, as far as is reasonably practicable, what hazards to the health or safety of persons are attached to any work which is performed, any article or substance which is produced, processed, used, handled, stored or transported and any plant or machinery which is used in his business, and he shall, as far as is reasonably practicable, further establish what precautionary measures should be .taken with respect to such work, article, substance, plant or machinery in order to protect the health and safety of persons, and he shall provide the necessary means to apply such precautionary measures;
(e) providing such information, instructions, training and supervision as may be necessary to ensure, as far as is reasonably practicable, the health and safety at work of his employees;"
Lastly, in the SABS/SANS10139 which provides recommendation for the planning, design, installation, commission and maintenance of fire detection and fire alarm systems in and around buildings.
"26.2 Fire drills must be carried out twice a year" and "26.3 The fire alarm has to be tested every third month" and lastly section 29, "In the event of a fire or other emergency drill, as well as real emergency situations, ALL employees shall evacuate immediately, by means of the nearest marked exit."
As you can see, the law places a strong focus on emergency preparedness and the protection staff members during an evacuation. There are multiple sections and process that need to be followed during the emergency such as the evacuation, roll call, emergency signage, evacuation marshals, emergency team, etc.
This is why it's best to put your emergency response team and management team on a course like emergency preparedness, so they can get the full scope and information required by law in South Africa, allowing the employer to comply with the sanctions set out in the occupational health and safety act and free from the penalties of jail time or massive fines.
